The public record on Greater Lincolnshire's mayor and Reform UK MPs

A constituent's compiled record of public statements, votes and associations. Every claim below is taken from primary sources or established news reporting and is linked. Readers can judge for themselves.

Compiled by Paul Webster, a constituent of Greater Lincolnshire. Last updated 2026-05-02 (v2: citation upgrade per peer review). Updates posted as new public-record material emerges.

About this page

I am a Greater Lincolnshire constituent and the East Lindsey Green Party's named communications officer. The party's local communications is done as a three-person team; the named-officer title is procedural rather than hierarchical. This dossier is not journalism. The entries below were compiled from public statements, voting records, news reporting and the leaked 2007-08 British National Party membership list. Each row is linked to its source, and the framing is deliberately narrow so that readers can weigh the evidence themselves rather than rely on my characterisation of it.

I do not characterise anyone as anything: no labels, no inferences. I quote what people have said, link what has been reported, and let the reader decide. This is the form that survives both UK libel scrutiny and ordinary fairness, and it is the right form for material that touches on politically contested ground while the author has a disclosed political affiliation of his own.

If you find a factual error or a missing source, email paul.g.webster@redax.dev. Corrections will be applied with a visible changelog.

Lincolnshire County Council under Reform (since May 2025)

A separate body to the mayoralty above. The County Council is responsible for children's services, social care, education and roads; the Greater Lincolnshire Combined County Authority (chaired by Mayor Jenkyns) is not. Reform UK won control of the County Council at the same May 2025 local elections that delivered the mayoralty. Council leader: Sean Matthews.

Edge of Care / Safe Families service to be scrapped

On 24 April 2026, the council's Children and Culture committee heard that the contract for the "Edge of Care" service, delivered by the Christian volunteer charity Safe Families, will be ended on 30 June 2026, saving £133,000 per year. Safe Families provides support for families whose children are at risk of entering the care system, including parenting advice, practical help at home, and time-limited overnight stays. The decision was taken by Cllr Natalie Oliver (Reform, Woodhall Spa and Wragby), Executive Member for Children's Services, who took the portfolio after defeating long-serving Conservative Patricia Bradwell in the May 2025 elections.

Councillor Oliver: "It is not a cut, it's a duplication which is being removed. The council is in a difficult financial situation with rising cost pressures, and we have to make difficult decisions."

Conservative Councillor Lindsey Cawrey called the move "indefensible" and said it "runs counter to everything we stand for as a council". Labour Councillor Kev Clarke said: "This will have real consequences for families - it's performing well, and is valued by families and professionals."

Internal leadership challenge: Cllr Kelly removed from cabinet

Councillor Liam Kelly, previously Executive Councillor for Growth (one of the most senior cabinet positions on the council), was removed from the role after an unsuccessful challenge to council leader Shaun Matthews for control of the Reform group. The challenge took place several weeks before the full council meeting of 22 May 2026, at which Kelly was observed sitting on the back benches rather than his usual position at the front. Conservative Cllr Tom Dyer told the meeting he had witnessed the sacking at a conference on Monday evening and praised Kelly's conduct: “It is a real shame that Councillor Matthews has now removed someone from the executive committee who was doing an actually good job and doing it for the right reasons. It’s a real loss now to the council.” Two other senior councillors from other parties confirmed to the Local Democracy Reporting Service that the removal was connected to a recent unsuccessful leadership challenge. Matthews has taken over the growth portfolio himself. Kelly has also recently become Reform group leader on the City of Lincoln Council after the party won its first seat there in the May 2026 local elections.

Cllr Bridgwood defects to Independent after Reform HQ ultimatum

Councillor Trevor Bridgwood (Cherry Willingham ward) left Reform UK to sit as an Independent on both Lincolnshire County Council and West Lindsey District Council after being given an ultimatum by Reform's central HQ. Bridgwood was told he must either resign from West Lindsey District Council, where he was part of a cross-party administration, or have the whip withdrawn. He chose to keep his West Lindsey seat and told HQ to remove the whip.

At the LCC full council meeting on Friday 22 May 2026, Bridgwood told members that Reform had previously approved his dual membership: The legality was checked by both councils and 12 months ago it was all agreed right up even to Reform HQ. He said that on Wednesday he received a phone call from HQ telling him there were new rules and giving him the choice. He stated: When councillors are elected they're here to represent the whole community regardless of party. That's what I've always done. To remove myself from the district council would have caused more chaos there than on Lincolnshire County Council. Therefore, I am telling Reform HQ to remove the whip.

West Lindsey's cross-party administration had been praised by other councillors. Council leader Jackie Maycock (Independent) told the LDRS: We've got a whole spectrum of opinions from the left to the right working well together and coming up with ideas. It is led to a much healthier political environment in West Lindsey.

Bridgwood's departure, combined with Cllr Kelly's removal from the executive (above), means Lincolnshire County Council's Reform group lost two members in the same week: one stripped of his cabinet post after an internal challenge, one pushed out by HQ for cooperating with other parties. The LCC moderngov record now lists Bridgwood as Independent (Unaligned).

Method and caveats

  • Compiled. 2026-04-27
  • Compiled by. Claude (claude-opus-4-7) at user request
  • BNP CSV source. http://file.wikileaks.org/file/bnp-members.csv (12,801 records, 2007-08 leak)
  • BNP CSV download. Local copy at /home/traderbot/political/reform_research/bnp-members.csv
  • MP list source. Wikipedia 'List of Reform UK MPs' and 'Reform UK' as of April 2026
  • Candidate sources. The Guardian, Channel 4 News, ITV, The Spectator, HOPE not hate, Left Foot Forward, Jewish News, Novara Media
  • Matching method. Exact first-name + last-name match against BNP CSV (case-insensitive). For Saint/Parnell/Prior, address verified against published reporting.
  • Limitations. (1) The 2007-08 list is one snapshot; people who joined BNP outside that window are not captured. (2) Common names (e.g. 'John Black') may produce false positives; reporters typically verify with DOB/address before publishing. (3) 'EDL' had no formal membership database; links are based on documented activism, photos, online endorsements. (4) This sheet covers only the 2024 GE candidates and 2026 council candidates that have been publicly reported - it is not an exhaustive vetting.
  • Caveats on 'Sitting MPs' sheet. None of the current 8 Reform MPs (or Lowe/McMurdock) appears in the BNP CSV by exact first+last name match. 'No documented link' means I found no public reporting of a link, not that one cannot exist.

The full underlying spreadsheet (.xlsx / .ods) contains the same data with one row per person and column-by-column source citations.
