2026-05-16 morning: REJECTED on cohort discipline (Path A). Worcestershire County Council was elected whole-council 1 May 2025 on the regular 4-year cycle, not contested 7 May 2026. The strict cohort definition requires the seat to have been contested 7 May 2026 (next_election ≈ 2030-05-02). Confirmed by four independent sources: OCD CSV shows all 57 Worcestershire CC seats with next_election=2029-05-03 (i.e. 4 years from 2025 elections); zero DC API ballots returned for the local.worcestershire.*.2026-05-07 slug across the 3,074-ballot 2026 election day index; DC API ballot local.worcestershire.redditch-east.2025-05-01 (id 24 Joanne Monk) and local.worcestershire.redditch-west.2025-05-01 (id 30 Ashley Monk) both record election to Reform UK on 1 May 2025; Tim Wilson YouTube analysis 12 May 2026 refers to "Joe Monk\'s tenure" implying a leadership period predating the 7 May 2026 election. Same rule that excluded Mishchuk (Dec 2025 by-election) and originally rejected Prior/Essex (before Pack confirmed Essex CC postponement).
